   – Conduct investigations into the causes of diseases, distribute relevant literature and practical information, and facilitate training and certification of personnel for health services as deemed necessary for public health interests.

   – Formulate regulations and issue orders to enforce duties outlined by the Ordinance, promote sanitation, and ensure compliance with its provisions. This may include prescribing the times and manner for performing specified duties
