The Eye Testing and Spectacles Programme is a public health initiative implemented by the Ministry of Health to improve access to essential eye care services for citizens across the country.
The programme promotes the early detection and treatment of refractive errors and other vision-related conditions while reducing the financial burden associated with eye examinations and the purchase of corrective eyewear.
The programme was officially launched on June 18, 2024, as part of the Government of Guyana’s broader strategy to strengthen primary healthcare services and enhance preventive medical care. Through a voucher-based system, the initiative provides financial assistance to individuals seeking eye examinations and prescription spectacles

Programme Structure

The programme operates through partnerships between the Ministry of Health and a network of approved private optical service providers across Guyana. These collaborations enable citizens to access services from participating optical centres while the Government subsidises a portion of the cost through the use of vouchers.
Under the initiative, Guyanese citizens are eligible to receive two types of government-issued vouchers annually:

  • Eye Testing Voucher – Valued at approximately GYD $2,000, this voucher helps cover the cost of an eye examination conducted by a certified optometrist.
  • Spectacles Voucher – Valued at up to GYD $15,000, this voucher assists individuals in purchasing prescription eyeglasses when corrective lenses are required.

VOUCHERS ARE AVAILABLE AT ALL HEALTH CENTRES COUNTRYWIDE.

After completing an eye examination, individuals who are prescribed spectacles may present a copy of their prescription from the optometrist along with a valid form of identification to collect the Spectacles Voucher from their nearest health centre. Once obtained, the voucher can be used at any participating optical service provider of their choice to assist with the purchase of prescription spectacles.

Expansion of the Programme

When the programme was first introduced in 2024, it primarily targeted children under the age of 18 and pensioners, groups considered more vulnerable to vision-related challenges.
In 2025, the programme was expanded to include all individuals aged 50 years and older, significantly increasing access for older adults who commonly experience age-related vision conditions.
In 2026, following strong public demand and positive outcomes from the programme, the Government further expanded eligibility to all Guyanese citizens, regardless of age. This expansion greatly increases nationwide access to affordable eye care services.

Impact and Benefits

Since its implementation, the Eye Testing and Spectacles Programme has delivered significant public health benefits. Thousands of citizens have received eye examinations and corrective eyewear through the voucher system.
In addition to improving vision for many individuals, the programme has also supported the early identification of serious eye conditions, including cataracts and glaucoma, allowing patients to be referred for further medical evaluation and treatment.
The initiative demonstrates the Government’s continued commitment to preventive healthcare, improved health outcomes, and collaboration with private sector partners to expand access to quality medical services across Guyana.
